Fel Temp Reparatio--reparatio Fel Temp

Hello, I was thinking: why on some coins is the reverse legend FEL TEMP REPARATIO, and on others REPARATIO FEL TEMP. Is there a reason why, or is it just to be read the other way around? For example, FEL TEMP REPARATIO translates to the equivalent of "Happy times are here again." Is REPARATIO FEL TEMP supposed to be "Again happy times," or something? Basically, I guess what I'm asking is whether there is a meaning for the different order, or if it is just to be read the other way.

From my (very) basic understanding of latin, the order of the words in the phrases doesn't matter, they will convey the same meaning.
