How has it taken 7 years for the earliest finds to get to a treasure act hearing when that lady recently was done by law for not reporting within some days?.

I guess the same way when they put a girl from a middle school to jail for writing on her desk she loves her friends, and at the same time in another school allow a gang of schoolkids to bully a fellow schoolgirl (which, by the way, is criminal harrassment) for months, sometimes even in front of the school officials, to the point that she killed herself.
